Invercargill Central Preliminary and Detailed Site Investigation

Client: HWCP Management Limited

HWCP Management Limited undertook a redevelopment of commercial property boarded by Dee, Esk, Kelvin, and Tay Streets in Invercargill. The redevelopment included major demolition of existing buildings followed by extensive earthworks for foundation preparation. The redevelopment site has a rich  commercial and industrial history with survey plans dated circa 1860 presenting the site as occupied. Historic activities included use of asbestos containing materials within buildings, use of lead-based paints, coal/oil/diesel storage, printeries, gunsmith and fill materials to support building construction. With the activities being listed on the Ministry for the Environment’s Hazardous Activities and Industries List (HAIL), and the development proposing change of land use and extensive earthworks, the development triggered the National Environmental Standard for Assessing and Managing Contaminants in Soil to Protect Human Health (NESCS).

HWCP engaged e3Scientific to undertake a Preliminary Site Investigation (PSI) to identify HAIL activities which was then followed by six staged Detailed Site Investigations (DSI). The scope of the DSIs were to characterise contamination associated with HAIL activities and provide a risk assessment for exposure to earthwork and construction workers. Site Management Plans (SMP) were implemented where necessary. The investigations also played a crucial role in determining appropriate offsite disposal routes for unsuitable soils.

The Invercargill Central project required e3Scientific to work within a dynamic works programme, working alongside various contractors from heritage consultants to demolition and construction crews.   The completed project has transformed Invercargill City Centre and e3Scientific is proud to have made a positive contribution to its successful delivery.
